Skin substitutes (cellular and tissue-based products, or CTPs) are FDA-cleared bioengineered or human-derived sheets — Apligraf, Oasis, GraftJacket, AmnioBand, EpiFix, and dozens of others — that are applied directly to chronic wounds to deliver growth factors, collagen, and an extracellular matrix scaffold. Under Medicare LCD L35041, these products are covered when a wound has failed at least 30 days of standard conservative care, the patient has adequate vascular supply, and underlying conditions are reasonably controlled.
